Our Pleasant Hill projects have included roof-to-patio junctions, damaged roof-edge wood and gutter work. Those details shape the repair scope, inspections and permit budget—not just the shingle choice.

Permit
Roof replacement permits in Pleasant Hill
We pull it and schedule the inspections. It’s billed at the city’s actual cost, separate from the roof.
Permit authority
City of Pleasant Hill Building Division; City permit and inspection staff.
Permit planning
ARS allows approximately one week for permits unless the department confirms a shorter route; issuance is not guaranteed.
Past ARS permit cost
On five Pleasant Hill composition-shingle reroofs we permitted from March through October 2026, permit payments came to about $200–$240 including city charges and payment-processing fees. For example, an October payment was $206.90 in city charges plus $6.21 processing, or $213.11 total. These past jobs are a budgeting reference, not a guaranteed quote.
Permit fee planning
Pleasant Hill’s residential reroof base fee is $158, effective September 1, 2026. Technology, state and valuation-based charges are added, and electronic-payment processing is separate. Your total depends on the scope, valuation and fees in effect when the permit is issued.

Inspections
Inspections and booking
Deck and sheathing — For composition-to-composition replacement, plan Pleasant Hill’s bare-deck tear-off inspection; for shake-to-composition, plan the deck-nailing inspection. Confirm the stages before covering and keep required deck, repair and nailing work accessible. Any change to that sequence needs the inspector’s written direction for your particular job.
In-progress — Pleasant Hill does not perform a separate in-progress reroof inspection. The required tear-off or deck-nailing check still comes before covering.
Final closeout — Request final after roofing is complete. Eligible overlays with no more than two total layers use final only. For a tear-off, follow the inspection sequence and any written conditions assigned to your own permit.
Scheduling — Schedule through the PHill Online Service Center or call 925-671-5200 one day ahead. Today's assigned inspections are available after 8:30 a.m. Inspection hours: Mon-Thu 9:30 a.m.-noon and 1-3:30 p.m.; Fri 9:30 a.m.-noon. Thursday evening inspections are by appointment.

Local roofing decisions
A roof-to-patio junction needed its own detail
One Pleasant Hill replacement recorded in June 2026 included a cricket at the rear roof and patio-cover junction. Another job that August included failed plank, rafter-tail, fascia and overhang-board repairs, along with 161 feet of new seamless gutters. Those recorded details show why the roof junction and the exposed wood need a specific scope and an inspection plan; they do not mean every reroof needs the same repairs.
Roof edges and what the proposal includes
In one Pleasant Hill proposal, the roof-edge detail mattered as much as the shingle choice. Removing the shake eave aprons would leave plain gutters, so gutter replacement was not automatically part of that scope. The homeowner also asked which product the estimate’s wording referred to and whether permit fees were separate. A useful proposal should make the finished roof edge, exact product and exclusions easy to understand.

Questions for this project
Does reroof-only work need a City waste-management plan?
Pleasant Hill exempts residential reroof-only work with no increase in square footage from its waste-management plan. Added work can change that exemption; nonresidential projects are covered.
