Permit

Roof replacement permits in Martinez

We pull it and schedule the inspections. It’s billed at the city’s actual cost, separate from the roof.

Permit authority
City of Martinez Building Division; City inspectors
Permit planning
ARS allows approximately one week for permits unless the department confirms a shorter route; issuance is not guaranteed.
Past ARS permit cost
A September 2026 ARS Martinez permit was charged $357 under the overlay fee category. This is an actual historical charge for that category; use a separate Martinez assessment to budget tear-off and deck work.

Inspections

Inspections and booking

  1. Deck and sheathing — Plan for a tear-off/roof-deck inspection before covering, followed by final—the sequence ARS has also encountered on Martinez projects. Before underlayment or roofing goes down, confirm the stages on your permit and any separate new-sheathing or fastening check.
  2. In-progress — Ask Martinez whether your permit includes a separate flashing or roofing-in-progress visit. Roof Deck/Fastening and Flashing are available inspection categories, but the stages assigned to your job control the work. Keep required areas exposed until approved.
  3. Final closeout — Final inspection after roofing is complete. Have the smoke/carbon-monoxide declaration available. For applicable existing gas-served buildings, confirm approved seismic or excess-flow gas-shutoff compliance under MMC 15.21 before final; the alteration trigger is strictly more than $10,000 and exceptions/existing devices must be checked.
  4. Scheduling — Call 925-372-3596 by 4 p.m. the preceding business day. Give name/address, phone, permit number, inspection type and AM/PM preference; requested windows are not guaranteed.

Exposed decking can reveal work beyond shingles

A Martinez replacement recorded in March 2026 included repairs to fascia, rafters and five plywood sheets, plus re-nailing the decking. The drainage scope separated house gutters from garage gutters and included downspouts and five collectors. Those are reasons to identify repair approval and roof access before installation advances. Check the actual permit for municipal sign-off as well as the completed construction scope.

Customer discussion

A Martinez estimate for a 3:12 roof included self-adhered underlayment and a separate conversation about taking off and reinstalling the existing solar panels. The homeowner’s useful follow-up was whether the solar work was included in the roofing number. For a similar project, ask for the underlayment, panel handling and permit-related items to be written into the scope before setting a tear-off date.

Straight answers

Questions for this project

Why check the gas valve before starting a roof?

For applicable existing buildings with fuel-gas piping, Martinez Municipal Code 15.21.020(B) requires an approved seismic OR excess-flow gas-shutoff device for permitted alterations valued strictly over $10,000, subject to existing-device provisions and applicable exceptions. The code does not expressly name reroofs, but original ARS correspondence documents the check at roof final. Verify existing compliance and Martinez’s requirements before arranging any additional trade work.

How do Martinez applications get submitted now?

As of September 1, 2026, new building applications go through Martinez’s online portal. Emailed applications are not processed; paper exceptions need the Chief Building Official.

When does waste paperwork need to be finished?

Covered projects use Green Halo; diversion documentation is due within 30 days after completion or the security deposit may be forfeited. Confirm whether the particular reroof is covered rather than promising every roof needs a deposit.
