Permit

Roof replacement permits in Hercules

We pull it and schedule the inspections. It’s billed at the city’s actual cost, separate from the roof.

Permit authority
Contra Costa County building permits and inspections; Hercules handles applicable local approvals.
Permit planning
ARS allows approximately one week for permits unless the department confirms a shorter route; issuance is not guaranteed.
Past ARS permit cost
A March 2026 Hercules reroof permit was $409.90, including a $145.70 general-plan charge. Solar reinstallation was a separate permit requirement. Your project’s scope, current assessment and any separate processing charges can change the amount.
Permit fee planning
County residential reroof base components are $150 plus $38 processing; surcharges and any separate local approvals add to the assessment.

Inspections

Inspections and booking

  1. County inspection holds — County stages are 123 Roof/In Progress, preferably 25–75% complete for composition, then 120 Final after completion. Confirm deck, repair and nailing holds—including code 108—before covering, and obtain approval at every assigned stage; a separate deck visit depends on the permit.
  2. Final closeout — Before County final, check the issued permit for Hercules planning/C&D and other holds. Do not substitute the County’s unincorporated-area Green Halo process.
  3. Booking — Book through County ePermits or 925-646-4108; confirm current deadlines and availability before tear-off.

Local roofing decisions

Who coordinates the existing solar system?

On one Hercules project, the original roof estimate excluded solar removal and reinstallation. ARS later obtained an electrician’s option while the homeowner checked with the existing solar provider. March 2026 correspondence says the roofing permit had been obtained so that provider could begin its solar-permit process. ARS then checked the removal timing before grouping the roof with another Hercules job. The roof work proceeded to a material order and invoice; municipal final approval is not confirmed.

This sequence explains the practical dependency: a roof start needed to fit the panel-handling work, and responsibility was divided between parties. For another project, identify who arranges removal, who deals with the provider and who is responsible for storage and reinstallation before fixing the tear-off date. The recorded sequence is project experience, not a universal City solar-permit order or a claim of certification by a particular provider.

Why identify the deck attachment before covering it?

A November 2024 Hercules replacement specifically included re-screwing the roof deck to a metal frame. A separate April 2026 replacement had a different set of recorded repairs: a custom sheet-metal chimney saddle, fascia work and one OSB sheet. Those details identify different work beneath or beside the new roof covering.

For a homeowner, the useful question is whether the estimate describes the existing support and the repair that has actually been found. The metal-frame note should not be generalized into an assumption about other Hercules homes. Check the exposed deck before deciding how much plywood another project needs. The roofer should connect the proposed repair scope with any assigned deck or nailing inspection while the work remains visible.

Can work beside solar panels remain a limited repair?

A January 2018 Hercules repair record describes removing tile over a leaking portion next to solar panels and replacing broken tiles. This was a limited repair; the cause of the leak was not confirmed as the solar panels. A separate October 2024 reroof specified seamless gutters only along the front portion.

Both examples make the limit of the work important. A repair near an array should identify the affected area, the cause and whether panels need to be moved. A front-gutter item should identify the frontage included, so it is not mistaken for whole-house drainage replacement. Set those decisions out in the proposal for the particular Hercules property.
