The Concord examples below show how similar-looking reroof prices can cover different work. They include a two-layer bid comparison, a cracked-skylight question and a completed project where installing chimney flashings involved the surrounding finishes.

Permit
Roof replacement permits in Concord
We pull it and schedule the inspections. It’s billed at the city’s actual cost, separate from the roof.
Permit authority
City of Concord Building Division; City inspectors
Permit planning
ARS allows approximately one week for permits unless the department confirms a shorter route; issuance is not guaranteed.
Past ARS permit cost
A July 2026 Concord composition-shingle reroof had $557.44 in nonrefundable city fees plus a $550 refundable recycling deposit: $1,107.44 upfront, before card processing. The deposit is separate from the cost of the permit; its return depends on meeting the recycling requirements.

Inspections
Inspections and booking
Deck and sheathing — Confirm which Roof Sheathing or Roof Framing checks Concord has assigned to your reroof or repair. Obtain approval before covering that work; a retained solid deck does not automatically mean a separate visit is required.
In-progress — Confirm the Roof In Progress stage on your Concord permit and ask how much roofing may be installed before the inspection.
Final closeout — Request Roofing FINAL after the required intermediate approvals and applicable construction-waste closeout are complete. Check the remaining conditions on your permit.
Scheduling — Permit holder requests online by 11:59 p.m. for the next business day; next-day service and preferred windows are not guaranteed. Confirm after 7:30 a.m.; AM 8 a.m.–noon or PM noon–4 p.m. Printed permit/approved plans and contractor must be on site for contractor-installed work.

Local roofing decisions
Are two roof bids pricing the same work?
In an October 2026 Concord proposal discussion, a homeowner compared another bid with an ARS scope that included removing two roof layers, six new O’Hagin exhaust vents, new metal, painted drip edge and pipe-jack flashings. The homeowner also asked about gutters and downspouts, permit charges, hidden wood repair and a cracked skylight. The proposal was awaiting the homeowner’s decision.
The useful comparison was therefore more detailed than the total price. A two-layer removal allowance is different from one layer; replacing the named flashings and vents is different from leaving their treatment unspecified. ARS also explained permit pass-through and time-and-material dry-rot charges, which separated known roof work from conditions exposed later. For another estimate, those same categories can be checked side by side without assuming that the lower or higher price includes them automatically.
Does a skylight item mean glass repair or roof flashing?
The same Concord discussion distinguished an existing cracked skylight from the roof work around its opening. ARS separated glass work from seam sealing and flashing. Repair of the cracked glass is not confirmed.
That distinction helps a homeowner understand the scope at a roof penetration. A proposal may describe work where the roof meets the skylight without replacing the skylight or its glass. Before accepting it, ask which part of the assembly the line item covers, which existing parts remain and whether another contractor or a separate product order is involved. Here, that explanation is tied to an actual question raised during a Concord estimate; it is not a claim about the cause of the crack or a completed repair.
What can be involved in fitting a custom chimney saddle?
An April 2025 Concord replacement record documents more than ordering new roof metal. It includes removing and reinstalling chimney siding and flashing, and work around a small stone chimney so a custom saddle could be installed. The record separately lists gutter-corner caulking, reinstallation of gutter guards, three solar-powered attic fans and blown-in insulation.
This example shows why the surface around a flashing can matter to the scope. Accessing a roof-to-chimney connection may involve adjacent finishes, so the proposal should identify who removes and reinstates those finishes and which parts are retained. It also helps to keep gutter maintenance and attic upgrades visible as separate work. These are recorded items on one Concord project; no broad claim about chimney construction or the need for those upgrades elsewhere follows from them.

Can a modest reroof trigger the C&D program?
Roof work at least $10,000, at least 50% roof replacement, or at least five squares triggers Concord’s stated roofing thresholds.
