Roofing in Clayton

Clayton work in our records ranges from a second-story shake replacement to ventilation and insulation choices on later reroofs. A separate gazebo enquiry shows why even a small detached roof needs its condition understood before a repair is priced.

Permit

Roof replacement permits in Clayton

We pull it and schedule the inspections. It’s billed at the city’s actual cost, separate from the roof.

Permit authority
Contra Costa County building permits and inspections; Clayton handles applicable local approvals.
Permit planning
ARS allows approximately one week for permits unless the department confirms a shorter route; issuance is not guaranteed.
Past ARS permit cost
Our December 2024 Clayton reroof invoice listed $448.20 as the contractor-billed permit charge. That historical invoice amount is a budgeting example; it is not a municipal payment receipt or today’s quote for your roof.
Permit fee planning
County residential reroof base components are $150 plus $38 processing; surcharges and any separate local approvals add to the assessment.

Inspections

Inspections and booking

  1. County inspection holds — County stages are 123 Roof/In Progress, preferably 25–75% complete for composition, then 120 Final after completion. Confirm deck, repair and nailing holds—including code 108—before covering, and obtain approval at every assigned stage; a separate deck visit depends on the permit.
  2. Final closeout — Before County final, clear applicable Clayton planning, engineering and C&D holds. Clayton’s program is separate from the County’s unincorporated-area waste process.
  3. Booking — Book through County ePermits or 925-646-4108; confirm current deadlines and availability before tear-off.

Local roofing decisions

Does the estimate cover the whole roof or one level?

A March 2015 Clayton record limits shake removal to the second-story portion. It then lists new sheathing, replacement composition shingles, new plumbing jacks and six ventilation vents for that scope. The lower roof was outside the described replacement scope.

For a homeowner reviewing a partial reroof, the useful starting point is a clear boundary. The proposal should identify which roof level is being opened, which covering remains, and where the new work connects to it. The plumbing and ventilation items should also be tied to the included area. A different two-story Clayton home may need a different division of work. A lower price for one level cannot be compared directly with a price covering the entire roof.

Why separate ventilation, gutters and insulation in the proposal?

A December 2024 Clayton replacement included removal of one composition layer and called out ventilation and ridge-vent work over the vaulted portion, as needed. Seamless aluminum gutters were included as a separate item. Another Clayton replacement, recorded in July 2023, included a new ridge vent, gutters and blown-in insulation.

These records describe different combinations of roof work. On a new proposal, “new roof” alone would not explain whether insulation is included or which roof space a ventilation item serves. A homeowner can ask the contractor to mark the vaulted portion, identify the proposed ventilation work there and distinguish the insulation scope from the roof covering. That keeps a choice about the attic or a particular roof space from becoming an assumed benefit of the shingle replacement. No measured ventilation or energy result is available for those projects.

What does a leaking gazebo enquiry tell us—and what is still unknown?

A Clayton customer contacted ARS in August 2026 about a freestanding patio or gazebo roof. The customer reported a leak through a shingle covering and damage reaching the plywood, and asked for a repair quote. The correspondence does not verify a site inspection, the cause of the leak or a completed repair.

The reported plywood damage makes the supporting surface part of the assessment, even though the roof is detached and relatively limited in scope. A useful estimate would distinguish the covering to remove, the condition of the exposed deck and any repair that can only be defined after inspection. That is a consideration prompted by the enquiry, not a diagnosis. An onsite assessment would be needed before recommending a repair scope.

Questions for this project

Does a County permit replace the contractor's Clayton business license?

Clayton states contractors need a Clayton Business License before County issues the building permit.

Does a substantial reroof need Clayton waste-plan review?

Clayton’s indexed C&D page expressly includes permitted residential reroofs affecting 500 square feet or more and states a 65% diversion program. Threshold text is from an indexed legacy City page. Current Building page links the form; confirm the current form and fees before stating a current deposit amount.
