Our Benicia projects have included deck repairs, roof-edge changes and chimney work. The repair scope and inspection plan belong alongside the new roofing choice.

Permit
Roof replacement permits in Benicia
We pull it and schedule the inspections. It’s billed at the city’s actual cost, separate from the roof.
Permit authority
City of Benicia Building Safety Division; issues permits and oversees inspections.
Permit planning
ARS allows approximately one week for permits unless the department confirms a shorter route; issuance is not guaranteed.
Past ARS permit cost
Our June 2025 Benicia reroof invoice listed $413.00 as the contractor-billed permit charge. That historical invoice amount is a budgeting example; it is not a municipal payment receipt or today’s quote for your roof.

Inspections
Inspections and booking
Deck and sheathing — Remove the existing roof coverings and have dry-rot repairs and fastening corrections ready for Benicia’s deck inspection. Obtain approval before covering the exposed deck.
In-progress — Plan for deck/tear-off and final inspections. Benicia may assign additional checks for field conditions or your permit, including work that must remain visible before shingles are installed.
Final closeout — The job is complete only after final passes. Have the energy reroof form and smoke/CO verification ready, and confirm Benicia’s current closeout documents when the permit is issued.
Scheduling — Submit through Permit Center or buildingsafety@ci.benicia.ca.us by 3 p.m. the preceding working day. Obtain the 2-hour inspection window by calling 707-746-4235 after 5 p.m. that day. AM/PM preferences are not guaranteed; no inspections on city closure days.
Local projects
Local roofing decisions
Wood repair changed more than the deck
On a Benicia replacement recorded in September 2026, the repair scope reached the fascia and decorative beam ends as well as the roof deck. The record lists four plywood sheets, substantial fascia replacement, beam ends cut flush with the roofline and new gutters. A roof-edge repair can therefore affect the finished appearance and drainage work; those decisions should be identified separately from the selected roof covering.
Customer discussion
A recent Benicia estimate began with a question: could a flat roof be given more pitch? We discussed a TPO roof with tapered insulation designed around the actual drainage points, then expanded the scope to include a leaking carport-to-building junction. That is a different project from constructing a new pitched roof and attic. The first step is deciding whether the goal is better drainage or a structural change.
A chimney and wall connection can change the scope
A November 2017 Benicia replacement involved shake removal, a new sheathing surface and a TPO cricket. The record separately specifies cutting stucco and installing counterflashing, plus gutters and two downspouts. Another Benicia job in April 2021 called for a custom upper fireplace flashing with a cricket and separate ventilation over the garage. A new Benicia project needs its own sheathing design and chimney assessment.
